Unprofessional Behavior, Charged Without Providing Service, Delayed Service, Incomplete and Disappointing Service

My son was promised 2 hours of class 3 days a week. But after proceeding with the payment, he has not been getting the promised duration of class. The teacher has been prolonging his promised duration for over 2 weeks now. And now when I’m issuing a refund, he has deducted 50% of amount for taking only two day with only one hour each. This is definitely not a professional behaviour. Promising and not granting the product after payment is offensive. If the refund is not proceeded with proper sum without any unnecessary deduction, this issue will be handed over to professional to handle.
