Incomplete and Disappointing Service

We purchased plot in Nagarjuna Enclave, Tukkuguda near ( Peram infra group) in 2019. They have collected care and maintenance for 5 years. But there is no care in the venture.& many bushes are available. All Plot marking have gone & difficult to identify our Plot. They had cheated by prommising care of the venture. Who responsible ?
