Reliance Timeout Whitefield Bangalore

I went to Reliance Timeout Store at Ascendas-Park Square Mall, Whitefield Bangalore in May 2012. I bought lot of book from there and cashier told me to enroll for Reliance Timeout card by paying Rs. 150 which will help me to get additional discount on books. I gave money for Card but cashier told be that currently they are not having any cards in the store. He told to give my address and phone number and he told and my card will be sent to my address. After two months when I have not received my card, I went again the the store to know about the same story of cards not available again. They told that as soon as cards will be there it will be sent to my address. Around five months passed and I did not got any card. I visited them again. This time I met person name Srinivas who told that I am lying and store never had shortage of cards. He told me to show up the bill that I have paid money for the card. I was not having bill that time, so I returned with promise to come back with bill. It was difficult for me to search bill after a long time. At last I found it and went again to the store to meet again Srinivas. After looking that bill now he accepted that there was shortage of cards at that point to time and my card is already issued. I told him to tell me at whose name this card is issued? He could not answer and told nothing can be done now. If I want card, I have to pay again. He did not even cared when I said that I will be going to consumer court. I want to move to consumer court for the harrassment I got at Timeout store. Can anyone let me know what is the procedure to go to consumer court?
