INTRODUCTION Punjab has given him birth, Bihar (Jharkhand) has given education and Assam is giving bread and butter. Born in the early sixties and at the age of five was put into a Public School set by the British Missionaries’ for the children of British Officers posted in India during British-Raj at Ranchi, Jharkhand. Father Sardar Kewal Singh Kalsi was connected with Hindustan Construction Company Ltd., entrusted with the project of “Construction of Saraighat Rail-cum-Road Bridge at Amingoan in Guwahati, Assam in the year 1957. The bridge was constructed and was opened to the public in the year 1962 during the Indo-Chinese War. In the early seventies when Meghalaya and Assam bifurcated into two states and after the completion of the project “Construction of Menlo Chera Cement Factory” by Hindustan Construction Co. Ltd. the company left North East and father opted to stay back in the North East. A construction firm was floated in the name of “Kalsi Bhabra Construction Company” and several construction projects, such as Medical College Building at Silchar, Sainik School Buildings at Marnoi, Goalpara, Vertical extension of Deputy Commissioner’s Building at Nowgoan, Mandal office at Nowgoan and Police Quarters near jail at Nowgoan etc. were executed. After completing education came to Assam in the mid-eighties and floated a construction firm in the name of ABC and executed several projects; such as “Construction of Red-Cross Buildings “ at Choonsali, Guwahati, Fatasil & Sarpbhati Bridge and several other projects in Karbi Along, Assam. In the year 1995 floated an export firm in the name of Blue Arrows and got empanelled for supplies with the Defense Authorities of Kenya, East Africa. In the year 1996 due to the sudden demise of his cousin in Africa, the export business did not materialize and due to litigations at home had to return back to India from Africa. At home, consulted the renowned civil counsel of Kamrup Mr. S. P. Roy, Advocate, Gauhati High Court; and after getting an assurance that the matter will be settled within a period of one year the brief was handed over. After a lapse of one year visited the chamber of his counsel only to know that things are lying at the same stage when he left for Africa. The time consumed in litigation made him think of joining the Bar and got himself enrolled under the Bar Council of India and started practising under the able leadership of Shri S. P. Roy, advocate, Guwahati High Court. Mother, late Nirmal Kaur Kalsi was running a girls’ hostel and was very much interested in working for the women’s cause and land measuring one bigha at Amingoan has been donated to the trust; floated on the name of ‘KEWAL NIRMAL KALSI SALUTARY TRUST’ with the purpose to work for the women’s cause. The government of Assam was pleased to appoint the trust as SERVICE-PROVIDERS’ to protect the women from domestic violence, under the ‘PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005.’ The trust provides free 24 x 7 legal consultations, guidance and helps to women. On 14th August ‘2008 was appointed by the Government of Assam as Member of the “Drafting Committee” for the drafting of rules under the MAINTENANCE AND WELFARE OF PARENTS AND SENIOR CITIZENS ACT, 2007. Kalsi, HS, is a client turned advocate hence having seen both sides of the coin; Knows the pain and mental agony through which a client has to pass through; while fighting his legal battles and as well as the responsibilities and commitments of an advocate; towards his client while bringing the litigation to its logical conclusion. Kalsi, HS, is practising law in the Gauhati High Court, the Principal Seat of the High Court of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram and Arunachal Pradesh (The Seven North-Eastern States of India) for the last six years. During this period, besides discovering familiarity to Common Law Doctrine innumerable facets of law, Acts and issues came up before him and he candidly admits of enjoying immensely performing the assigned tasks through being convinced that some areas of law especially in the Indian context is required to be changed to grapple with complex challenges of the present-day world. EXPERIENCE: • Have been a Member of the “SIX MEMBER DRAFTING COMMITTEE” constituted by the Government of Assam for drafting of Rules under the “MAINTENANCE AND WELFARE OF PARENTS AND SENIOR CITIZENS ACT, 2007 (56 of 2007). The Rules drafted has been submitted to the Law Department, and they will be putting the same before the Cabinet for final approval. • Kalsi, HS, is the Managing Trustee of “KEWAL NIRMAL KALSI SALUTARY TRUST”, having been appointed as SERVICE PROVIDERS under the provisions of “PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005 (43 OF 2005)” by the Government of Assam. • Guest Lecturer of Darwin School of Business, Guwahati, Assam. • Legal Advisor and as a Social Worker of Global Organization for Life Development (GOLD), an NGO working for the underprivileged and also forming a network with the Police for preventing trafficking and rescuing girls and women from Brothels.
