Charged Without Providing Service

I paid to Shubhas 5000/- advance with an agreement that he will transport my house hold from Jaipur to Bhopal in 28000/- but latter on he told me that he will charge 35000/- . Then I asked him that please return my advance paid to him. He returned only 4000/- in place of 5000/-. Hence he is not honest towards his profession and not reliable. All should avoid engaging him as his reliability is very poor and he do stick to his words
